Is this unique for Russia, though? It seems to be the fundamental question for any "imperial nation." Many of the same questions can be, and were and are, raised for the United States. It was periodically raised under various Chinese imperial dynasties. Spanish monarchs (or, theur courtiers at least), at the height of its power and even more so during its decline, wondered about this. Heck, Mussolini had weird and strange ideas about where Albanians and Libyans (and Libyan Jews!) fit into the New Roman Empire he was allegedly trying to create. This was the question that the Japanese Empire was waffling on throughout the first half of 20th century--and never found the answer. This was, in a sense, the Polish question--or, at least, the "Commonwealth" question, one might say--and they still haven't found the answer either. I mean the list can go on and on.
